We already have code that deals with UTF-8 to Unicode and back, so that's not needed. We don't need duplicate versions of anything in our repository, we should only have a single version that works, and share that everywhere.
Besides that, I completely agree with Jonathan about the premature optimization. Maybe it wasn't premature at all, though -- it may just be very old code, as doing table lookups used to speed up things in the 1990s :-)
