How about just using the obvious name even if it's taken: Installer.
Would it be hard to include whatever functionality the current Installer app
has?
Each repository source could be named whatever.
Just include a payment and user validatation/identity stuff in the network api,
if you want to allow commercial software sources.
These could be the developer's own site directly, as well as something offered
by the Haiku project, as well as whoever else wants to be a delegate. Haikuware
etc come to mind as obvious initial package sources.
