Does this also work for add-ons used by that application?
<executable_dir>/locale/catalogs/<add_on_mimesignature>/<language>/<language>.catalog

It should, but I didn't test it.

Is there an example that shows how an add-on accesses an add-on specific catalog?

Not that I know of. Apparently zip-o-matic isn't an add-on in the technical sense. You should only have to #include CatalogInAddOn and then work as if it was an application. This include file will take care of redirecting the things properly.
