Ideally, yes. But practically, the shortcut font could be "hardcoded"
to one that has the needed symbols.
In any case, choosing those symbols should be done with how memorable
and distinct from each other they are. Not what are traditionally
symbols for "command" or "control". I'd favor 3) above, though 5) would
be easier to talk/write about: the "sun/moon/star key"... or not... 3)
would be "tridend/wavy/gear" key.
