If that's the case, it would appear it's not managed after all. I followed the 
instructions on your page: http://maurice.kaldience.com/?p=77 but, being 
unfamiliar with cygwin I ran into some hiccups and I suppose that might have 
been what prevented it from working properly. I'll look into this further 
(which unfortunately I believe will involve redownloading everything) and I 
appreciate your help. Thank you.

You can easily identify if you are inside of a managed directory, if you 
take a look at it from Windows Explorer. Cygwin expands capital letters 
to %-values, meaning that the filenames are hardly readable from a user 
perspective (actually one gets used to, if you want to use a windows 
editor instead of some cygwin stuff :P)
