1. It seems to have marked a lot of recipes as "broken" and not built

3. Is it just not uploading dependent packages that it built?! "bash"
for instance appears in the dependency chain of quite a number of
things but I don't see it in any of the generated package directories.


Bash wasn't built before, so it can't be reused: see
http://eu.hpkg.haiku-os.org/haikuports/master/repository/x86_64/current/packages/

The bot is configured to do incremental package builds, which can explain
that.

Many failures are because the package automake isn't with version 1.15.1
(needed with perl 5.26), it would need to be forced-build.
