vmweb is 32-bit.  OpenSUSE dropped support for 32-bit systems after 13.2.
So yeah.  Looks like a re-install is in vmweb's future.

In theory you could upgrade a 32bit install to a 64bit one. It's not
supported but it usually works. In pratice, though, being a VM, I guess a
reinstall is easier.
