You could say that there is an inference to that effect, but in fact nowhere in that post does it explicitly say that Haiku Inc. is the (sole) decision-making body for how the project funds are used, or any authority for that matter. That's why, in that very same thread...

...I asked that it be made, in unmistakable terms, what authority Haiku Inc. has, collectively or individually, over what and/or who. There was no response whatsoever from Haiku Inc..

This has always been a gray area that Haiku Inc. has never had the will to clarify to the community, so my doubts about Haiku Inc. and its authority or lack of thereof still remains, even more so after the abuse of power incident that triggered that thread that you point to and now after reading what you just wrote.

Second, pre-requisite terms for funding were provided to you:

  1. requiring final approval of the designed flier before a purchase
is made.  To this you agreed.  So far, I do not recall seeing such a
flier. As such, final approval for funding has not been given.

I never agreed to any approval by anyone. What I said was that, as a courtesy, I would make the design available for community input prior to printing. Please see:

  2. that the final-for-print graphic be made available for community
re-use. To this, you agreed to release them under a "BY-NC-SA Creative
Commons license."

I am not sure why this needs to be repeated here again, since I have already stated this several times.

Now, as far the exact materials to be used, you gave some prices.  I
also understand that you voluntarily sent out Request For
(price)Quotes on using alternative paper & inks.  This was very kind
of you and I'd like to re-iterate my appreciation of this.

If for some reason those estimates don't arrive in time, either from
you or another person willing to do the leg work, then it simply
cannot be an option.

I am not sure what you mean by "If for some reason those estimates don't arrive in time". All the numbers that I put on the comparison spreadsheet for the sake of the vote are actual quotes from actual vendors. Can you clarify what estimates you are referring to?
