I'm possibly not seeing the entire picture here, but I think that doing piecemeal translation of sentences(or terms for that matter!) and then stringing that together would result in a language soup that no oneshould be exposed to.
It looks like this po/pot thing is the way it's done all around. It seems to be the best(?) way to work with versioning of repositories. There are big projects relying on distributed translation also using that system. Allegedly transparent to the translators. Koki has sent me these links that may be usable for us in the future:

If the source format was easy enough to parse it should not be overly hard to make an editor like this.
There's _got_ to be a working solution for us out there that we don't have to start our own thing.
