Now regarding the decision makers I suggest:
All members will have the right to vote and then the developers will have
to vote the implementation of each and every feature on the list. This is
the best of both worlds.

First off, it's Haiku, not HaikuOS.
To answer the questions about letting everyone vote... No. We already
voted, Back in 2010:

We allowed the users and developers to vote. The results have been
published. We now have a clear path forward to the Beta1 release.
That vote was 6 years ago. And you know what, nearly everything we voted
on has now been added to Haiku. Let's get R1B1 in motion.
A clear plan has been laid out.
Here is my +1 to that plan.
