They refer to two different things. All text controls support copy/paste without any type of menu around. Even worse, the currently focused view can override all shortcuts. Copy/paste from a text control is a function local to that control. IIRC Ryan added a context menu for this, though, so it's not that hidden anymore, or even unaccessible for mouse users.

Also what about the rest of the Edit menu items like clear and select all? 
Those are missing too.
Not every user knows the key combinations by heart or even if they do they 
might prefer to use the menu items.
With those items missing they are effectively disabled for those users.

Which isn't a problem since "those users" will never bother using them :-)
