[haiku-development] Commit access for Hamish Morrison

On behalf of Andrew Bachmann, Hamish's mentor for GSoC, I'd like to
propose giving Hamish Morrison commit access. Hamish passed his GSoC
project working on OpenJDK and has already gained commit access with
them. He has also submitted various patches to Haiku, going back to
even before he was a GCI student turning in patches for Haiku and
other projects.
