PS: If y'all insist on this functionality, make it easily overridable with a checkbox in Keyboard:

"Treat left and right "Alt" and "Ctrl" keys the same." Or something to that effect.

I think this is something that introduction of AltGr will solve. :) Unless you'll be using a keymap with AltGr with a physical keyboard where both keys are marked "Alt".
