As I see it, there are two reasons having BeOS R5 compatibility as the
goal is useful:

1) BeOS R5 is not going to change so the goal is not going to change.
Changing the goal runs the risk of the goal moving  away faster than
the devs can keep up.

2) The specifications to which the devs are building are, for the most
part, already decided. Without that you end up with as many
specifications as there are people who have an opinion on
specifications. (This is why Hurd failed and Linux succeeded; GNU
deliberated while Linus decided. ***Gross over-simplification
warning***)
