For R1 we're trying to focus on a BeOS binary compatible Haiku version. And that currently means 32-bit in order to not spread our resources too much.
While we're definitely fond of the 64-bit variant, it's relatively young compared to the rest, and does not get the same amount of testing.
Having said that, the 32-bit release has PAE support enabled, so it's not as your additional memory remains unused. There are only few applications for Haiku where the larger address space really makes a difference.
