It looks like we've got another URL validation problem. This time it is
with "capslockfilter"; can you please take a look at that.
I am still slowly working on TRAC #12710, but it has become quite a
complex process so it may take some time yet to work through. Once
solved, hopefully this will be less likely to be possible.

This seems to have a broken URL as well. I am taking a look to see if I
can patch in URL validation to the packaging tool.
