Ah. In that case:

1. Can I have this permission? :)
2. Can it somehow be default for all new packages that do not contain a
GUI automatically get prominence 0, all ones that do contain a GUI
contain prominence 1? (and people editing prominence can change it to 2
or higher to appear above these).

The prominence setting is a way to promote packages to the "front page". It is not meant to distinguish between GUI and non-GUI. And if the front-page is 150 entries long, nothing is gained.

HaikuDepot should become smarter, too. It could avoid recommending packages again and again. In that case, it would be good to have a fine grained control (but Andrew already left a large enough gap between prominence levels). HaikuDepot could then slowly increase the prominence level to shift the packages it shows to the less prominent ones with each time it is started.
