It might be worth clarifying (based on a recent GitHub issue raised by
Humdinger) that the following permissions...
* Edit Package Icon
* Edit Package Screenshot
* Edit Package Categories
* Edit Package Prominence
* Edit Package Localization
* Edit Package Changelog
...can be granted to a user in the scope of either a package or across
all packages.
If you think somebody needs access to such functions, please drop a note
to this mailing list.
