In my testing of the keymap app, dragging and dropping keys did not work
very reliably. Sometimes it swaps the keys, sometimes it copies the key to
the new place and leaves the original, sometimes it moves the key to the
new place leaving a blank key behind. You have no idea what is going to
happen before you try it, and you have no idea if you'll be able to get
back to where you started after you do.

For modifier keys that is an even bigger problem because modifiers often
come in pairs. So that makes it a pain to keep track of each pair of keys
especially if you are doing a couple of swaps. So the dialog makes this all
much easier. It modifies both the left and right keys simultaneously, it
works reliably always doing the same thing every time, and you can easily
get back to where you started.

There is also no way that I could find to disable a key using the drag and
drop interface, and I wanted an option to disable the caps lock key.

If you like the drag and drop method though keep using it, it is still
there for you. But it certainly doesn't work for me.
