This discussion should probably be moved to the development mailing
list, but nonetheless I've been doing more research and the use of
local time in the BIOS has many bad qualities, and a lot of people
have been asking Microsoft to fix this, which of course they have been
reluctant to do. Here is one page on that topic:

Given this and the fact that our user base is much more likely to be
dual-booting with Linux or other systems which use a UTC-based
real-time clock, maybe the Haiku default should also be that?

In addition I think the label which says GMT should probably be changed to UTC.
