But applications will be extended in the future as well, so even if it
actually gets a bit easier, there will always be lots of changes to
cope with an ongoing code base.

While it's probably a good idea to stay current, we'd also need a
mechanism to differentiate between branches: the release branches would
always be the most important ones to get 100% translated catalogs,
while it's not so important for trunk.
