http://en.wikipedia.org/wiki/Function_key says :

F1 Help
F2 Rename
F3 Search
F5 Refresh (could be 'build' or 'compile' in an IDE)
F10 Menu
F11 Fullscreen

... and here's the mapping I would expect for no particular reason.

F1 Help
F2 New
F3 Open
F4 Save - Option F4 close
F5 Refresh/Run
F11 Maximize/Fullscreen

And some other things that should be mapped :
 - Search
 - Settings
 - Minimize/Hide (F12?)

Overall, I feel these keys should be assigned with 2 rules :
* Be system-wide, work in (mostly) any application. Most have 'new' or 'help', 'rename' is not so frequent * Map to things in the menu bar or decorator, as the top of the window physically matches the top of the keyboard.

Feel free to improve or disagree :)
