This is meant for better coherency and language-neutrality.
When you select a language (let's say, pt_BR), the locale kit will fallback
to "pt" if there is nothing better available. So it makes sense to have the
generic "pt" in the enabled list. Most languages are only available in a
generic variant as of now, but it seems to make sense to allow all of the
country-variants to be selected if your one is not available. At least, I
had no better idea on how to do it without getting too messy and
confusing...
