There are two problems here:

1) Humdinger's request for contributor's info as well as his commit log 
specifically points to the work done on the user guide. If you are 
going to extend the criteria, you need to do it for everyone/every 
language, not just JPBE/Japanese.

2) You seem to assume that all Japanese translations comes from JPBE, 
which is not the case. In fact, at the moment, most of the activity on 
the Japanese localization is happening on HTA and the haiku-i18-jp 
mailing list with the participation of people that are not members of 
JPBE (including myself).

So if you are going to credit people for the Japanese localization and 
translation of the system and applications, then you need to include 
everyone instead of using the JPBE broad brush.
