As a native English speaker I wonder why you can't just call this
service FramentationService. Class names are generally best made as
nouns, and fragmentation can be used as an adjective when used before
a noun. In this case a service which creates fragmentation. Using the
created verb fragmentate in the class name sounds rather awkward to
me.
