I don't really use two finger scrolling but I know what you mean and I think it is in any case a good option. You can already achieve the higher starting boundary by set the slider for "Horizontal Scroll Stepsize". This option sets the distance you must move on the touchpad until a scroll event is fired. I think the name is not self explaining, isn't it? Also as far as I remember I don't optimize the min / max values for the scroll stepsize maybe they are not sufficient.
