My understanding when we installed Gerrit was that it would primarily be a
tool for contributors without commit access to push patches to, and for
developers with commit access when they wanted some extra review (so,
basically a replacement for our existing use of Trac.) Nowhere did we ever
formalize a specific change to our code review policy. If everyone has a
different concept of this, perhaps it's time to try and formalize things
somehow?
