Indeed.  It was my understanding this worked fine and provided a
slight performance boost.  I haven't seen any discussion around
anything wrong with it either.

Korli complained that he was unable to upload anything with jam
upload-packages after the TCP changes and ran into other issues. I guess
this is related.

Investigation on why it works well for everyone else would still be
useful.
