a8c92cc0aa06: Move Scott back to active maintainers.

There is indeed more to being a maintainer than just commiting changes
to Haiku main tree. Removing people from there without asking them first
  seems a bit rude.

  Also update creadits for translations from Pootle generated ones.

Sorry. My understanding was that Scott is still an active maintainer
at HaikuPorts, but not for Haiku itself, and as the projects are
technically separate I thought it was safe to move him.

Rude might be an overstatement. Traditionally the "maintainers" have been
classified as "anyone who has contributed to the Haiku codebase within the
last 24 months".  We really never had any discussions changing this
since haikuports came into existence.

However, contributing a lot to haikuports definitely could place someone as a
maintainer since they are greatly helping the Haiku ecosystem.

So, a "Maintainer" is:

* Anyone who has contributed to the Haiku or haikuporter codebase within the last 24 months.
* Anyone who has contributed to haikuports 12 or more times in the last 12 months.

Since Scott has made 13 commits to Haikuports within the last 12 months, he would
qualify for a continued mention in the maintainers.

In addition to Scott, with the above guidelines, the following individuals could be added to
active contributors if not already there:
