There were two discussions. One on the development ML:

-- which tended toward Noto, however it turns out that most of Adrien's
reasoning about better language coverage was actually incorrect.
The other was on the general ML, and while kind of vague, was 8-to-5 (if I
counted right) in favor of DejaVu over Noto:

I also had some off-lists discussions with Humdinger, who was the one that
proposed & made the switch last time.
And the switch back wasn't just for design, but also over Unicode support,
as I mentioned in my reply to Fredrik in this thread.
