Yes. If I understand the code correctly, it shows a file panel where the
user can find a Keymap to open, or where she can save it. When the
default folder cannot be created, opening the home folder sounds like a
sensible fall-back. The user can then navigate to another folder or
create one as needed from within the file panel.
