Why not actually remove it? No one needs commented out stuff like this.
OK, sure. I wasn't sure if someone wanted to get a set of real DVB
data (that is more than just 9-year-old data for a subset of Germany)
and include it, because this rule shows where it goes.

That's what a commit history is for -- best remove DVB stuff in a single commit, for everyone to see.
Anyway, even though it's 9 years old, doesn't necessarily mean that everything changed. Usually the channels just stay where they are, and there is very little fluctuation in Germany, too.
I think it could still make sense to move TV, the DVB stuff, and the channels into a separate repository.
