Yes and no. Part of the reason for choosing libcurl was that libpackage
is also used by the build, ergo on platforms where services kit does not
exist. That could be worked around by making all the necessary changes
to get the kit to compile in the build environment, but how
straightforward that would be, I don't currently know.

I guess the download library back-end could be encapsulated, so that a back-end can be chosen at compile time depending on the target libpackage is built for.
