What do you mean without public discussion? All communication regarding this has been public. To remove the scroll bar settings was decided in a public discussion, just a very long time ago. John was not aware of it and enabled this feature again. Axel complains that he does so without public discussion. He acts on this complaint and removes the feature again. Now you complain that he does so without public discussion. In fact every thing about this has been public. Just a matter of different people taking action before or after or right in the middle of the public discussion. Not actually a big deal. This "there is stuff going on behind closed doors" attitude that somehow won't go away is what's really annoying. What Axel said is just Axel's oppinion. You can add you own, but please don't do so with hints at the "in-group" which doesn't actually exist... it's silly, really.

I see only two ways to look at this: Either you were late in voicing your oppinion, or John was early in acting on Axel's oppinion, but really, nothing else is going on. And it's not like the revert-commit can't be reverted itself.

To contribute to the actual discussion, I also think that this feature is rather useless and misplaced. I've done a lot of ground work for proper theming support with BControlLook. If people want that so badly, just continue to work on that and finish proper theming support. Not bloat the Appearance preflet with options. Next we have another checkmark for whether all buttons should have round corners or only some. It's really not the way to implement this. Which is not saying that theming is bad and should not be supported. Hopefully you can see the difference, too.
