Not that I know of. Personally, I think under "File" it's always wrong.
Under "Edit" it might be OK if you're not dealing with documents, but
then you probably also don't have an "Edit" menu...
In the past it was proposed to have an app menu showing it's icon in
the menu bar, which I'd like I think. Here you could put app specific
stuff like "About", "Settings", "Quit".
