With final feature additions until August 18th, it was decided that 
until that date strings can be changed. That leaves until August 25th 
for translators, the date of the feature freeze. [1],[2]

The "Deskbar preferences..." in Deskbar's leaf menu might only be named 
thus, because otherwise it collides with the "Preferences" of the 
submenus below (along with Applications, Demos etc.). I think it's also 
because it wouldn't be clear otherwise, because there are all Deskbar-
unrelated menu items up there (AboutHAiku, Find..., Mount etc.).
In Tracker windows we are in a somewhat similar situation. The 
"Preferences" there does not relate to that one window, but to the 
global Tracker preferences, as you pointed out.

I could see that. A bit more common may be a menu "Settings" with 
"Tracker preferences..." as item.
Either way, under "File" doesn't work at all, because all the commands 
in there apply to the current file selection.
