Except the Deskbar. But the real inconsistency, as you also point out is, that the item is not where one would assume it to be. In that light, I think "Tracker preferences..." actually are an improvement.

I completely agree it's far from perfect, but IMO it's better than the previous solution. I wouldn't mind to remove the item completely, though (same with Deskbar preferences).

The only reason for"Deskbar preferences" would be to educate the user that the application with that leaf menu could actually be the Deskbar :-)

About the perfect solution: it's at least not obvious to me, and an in-depth discussion is certainly needed. Improving things in the mean time, even if imperfect, is still desirable. In the end, we might even accidently hit the perfect solution which one of the minor bumps, or that perfect solution might not even exist.
