The zoom button already is a two state button, so we could also easily add a third state:
        1st click: resize to optimal size
        2nd (or double) click: maximize window
        3rd click: restore original window bounds

Since there is little reason to constantly switch between the sizes, this might even work quite well, and could even be implemented consistently in all applications.

But either way in multi-tab browsers sizing to content does not make
as much sense. Though the simplest solution would obviously be to just
size the window to the currently shown tab.

That's how it should work IMO. But as long as we don't have a maximize button (or are using the above method), I agree that maximize is probably a better default. Not that I ever use a maximized browser on Haiku :-)
