I'm not sure to understand why you would consider "%.0f kbps" could be some universal rate string format... For instance, in french we would probably use a "%.0f Kb/s" format. But the number format (comma or dot, number of decimal digits and so on) should be taken from user's locale settings, while the place of the number regarding the unit and the unit itself (kbps, Kb/s, whatever) should be localisable.
