Added to the appearance settings since menu info was already there.

I didn't have time tonight to implement the scrollbar settings GUI,
but with this change one can turn off the double arrows by refreshing
your appearance settings (tweak something in Appearance) and then
changing the "double arrow" setting in
/boot/home/config/settings/system/app_server/appearance using
DiskProbe.

Just make the 01 into a 00 by right click drag and drop. It should be
about file offset 0x52e. :-D

Also maybe the app_server code has improved a lot since then, but did
we really completely whack the Scrollbar preferences because someone
couldn't be bothered to implement this code? Though most of the other
scrollbar settings are pretty pointless.

IMHO all the scroll bar settings were useless. Whether or not to use double arrows should be a usability decision driven by arguments pro and con and weighting them. The look options were useless. Why them and no other themeing options? And the size options are settings that should be auto-configured by the system based on figuring out a good minimum click target size given the physical screen size, resolution and viewing distance.
