I would argue that that's precisely the kind of case that the scroll wheel is better at, since Haiku sends the mouse wheel event to the view that the mouse pointer is over, rather than the one that has focus. Ergo, instead of having to precisely position the mouse pointer over the quite small scroll arrow, it just has to be somewhere in the target view in order to scroll it, thus presenting a much larger/easier to use target.
