Nope, thanks to Clemens this is just working fine! And I must say it's so much much better than reserving a part of your touch pad for scrolling.
Anyway, even if we decide to have the settings internally, the "proportional" setting should really be removed completely, as it doesn't make any sense at all to turn that one off.
