There you can select a set of time zones and simply switch between (IIRC formerly directly via context menu, now via the settings dialog). The time zone setting would only affect the clock, not the whole system, whichwould also avoid a problem when the hardware clock is set to local time.
I think this is overkill functionality for the default clock in the OS. It's easy to use another clock replicant with more features if you have to navigate between different timezones a lot.
