Gerrit changed from "h2" to "NoteDB", and we have been running on both for a 
while.

I'm manually running the full conversion offline after we started to see some 
desync between old users with
old accounts in h2 (2018 or before) trying to setup with NoteDB.

Gerrit (git) will be down for a little bit while I run the conversion.

I have pre-conversion backups just in-case and they're my backout plan.

I'll email out again once things are back up.
