Is there a way to access the list via an API or csv/... download?

We could reformat it and publish it somewhere (either by automatically
pushing a wiki page...).

Another option is to use a tool like WebOOB <http://weboob.org/> which
digs websites to get useful data out of them, but I don't think they
support Coverity yet.
