I'm interested in implementing this as well as fixing the few other
notification system bugs.
Does anyone think it is necessary to make this change in a backwards
compatible way? In other words should the old separate settings files be
searched for and loaded if the new combined one doesn't exist? I know we
have changed other settings files without making the change backwards
compatible.
