You mentioned that previously you only replaced the /system directory
which means that /boot/common/settings/network/ stayed the same. One of
config files in that folder could have something which prevented
wpa_supplicant/net_server from working properly. Unfortunately we will
never know what it was exactly because it's likely you don't have that old
folder anymore.
