(I can get you an account for testing.) When opening a partial message the Mail window opens, mostly white/empty, and dissappears. Then the Mail Status window appears, at zero progress, and sits there until it times out. Unless it has been verified to work with more email providers than GMail, partial download of messages should not be the default setting (always on, 0KB size limit) for POP3. (FWIW, my personal preference is to get full messages and have them removed from the server then and there.
