It takes a certain sequence to make it happen, namely that you need to
pull the mouse down off the tab bar and then when you bring it back up,
even over a tab, it says the default tooltip instead of the tab tooltip.
I've pretty much narrowed it down in the code, just a matter of a bit more
debugging and testing to fix it.
