#18050: Improve deskbar behaviour

Currently, deskbar doesn't care how many instances of an app you have
running, it always displays a pop-up menu when the user clicks on the app
label in the deskbar even if there is only one instance of that app
running.
I think is an inefficient workflow because Haiku should know not to
display this menu when only one instance of an app is running allowing the
user to bring that app to the foreground with a single click and hence cut
out the unnecessary mousing and extra click.
If someone is keen to maintain this current behaviour (why?) then I'd like
to see this added as an option instead.
